The Salary Standardization V, which was filed by Senator Ralph Recto (Senate Bill No. 1006) last September 4, aims to increase the salary schedule of civil servants in three tranches starting January 2020. The proposed salary hike is equivalent to an across the board annual ten percent for three (3) years plus an additional ten thousand pesos (P10,000) in the basic monthly salary spread in three (3) years.
Should this bill become a law, 1.4. million government civilian personnel, including 800,000-strong public school teachers, will receive a higher take home pay, as mentioned by President Rodrigo Duterte in his SONA last June.
In related updates, the President has approved the implementation of reforms on the education sector last Wednesday in his regular cabinet meeting, the Department of Education eyes the creation of 10,000 teacher plantilla positions as well as a new promotion scheme for teachers.
According to DepEd's proposal, teachers will have a career path from Teacher I to Teacher VII (Salary Grade 11 to Salary Grade 17) and Master Teacher I to Master Teacher IV (Salary Grade 18 to Salary Grade 22), which will not be based on the occurrence of natural vacancy in higher positions but upon teachers' attainment of set competencies.
