Teacher Salary Deductions: Where Did My Salary Go?

 


Every payday, Filipino teachers open their payslips with quiet hope and a deep sigh. The numbers look promising at first glance: a teacher 1 salary is set at ₱27,000 but by the time GSIS, PhilHealth, Pag-IBIG, and taxes have had their turn, what’s left is barely enough to stretch through the month.

Teachers are among the most overworked and underpaid professionals in the Philippines - and that’s not an exaggeration. While the role demands patience, heart, and a lifetime of learning, the paycheck often doesn’t reflect that devotion.

After all the mandatory deductions, many teachers take home less than ₱23,000. That might sound manageable, but when you factor in family expenses, lesson materials, transportation, and even the occasional school contributions - that salary begins to feel painfully thin.

In neighboring ASEAN countries, teachers are treated not just as educators but as professionals.
  • In Singapore, entry-level teachers earn the equivalent of over ₱150,000 a month.
  • In Thailand and Malaysia, starting teachers take home around ₱60,000–₱70,000.
  • Even Vietnam and Indonesia, with lower costs of living, pay more than the average Filipino teacher when converted to real value.
And in many parts of the world - South Korea, Japan, Finland - teaching is among the most respected and best-compensated professions. Teachers there can buy homes, travel during breaks, and live with dignity.

When educators are forced to live paycheck to paycheck, it’s not just their wallets that suffer - the entire education system feels the impact. Because dignity isn’t a luxury; it’s a condition for excellence. Teachers shouldn’t have to choose between passion and survival.

Teachers shape the nation’s future. They build the thinkers, creators, and leaders of tomorrow. Yet, too often, they do it on a salary that barely sustains their own families today.

Maybe it’s time to stop calling teaching a “noble profession” only during ceremonies. At the end of the day, teachers don’t ask for luxury - just a salary that honors their service. Real respect comes not in words, but in wages.

PBB 2023 Timeline: DBM Releases ₱783 Million for PH Security Force


The Department of Budget and Management (DBM) has completed the release of more than ₱783 million in Performance-Based Bonuses (PBB) for qualified personnel of the Philippine Navy (PN), Philippine Air Force (PAF), and the National Intelligence Coordinating Agency (NICA). The move recognizes the unwavering service of those who guard the nation’s peace and security.


The timeline of releases began on October 9, 2025, when the DBM issued the first Special Allotment Release Order (SARO) worth ₱18.8 million for NICA. This amount covered the 2023 PBB of nearly nine hundred employees who were found eligible after validation by the Administrative Order No. 25 Inter-Agency Task Force (IATF).


On October 14, the agency followed with ₱342.5 million for the Philippine Air Force, benefiting close to twenty thousand personnel who met the required performance standards.


Just three days later, on October 17, the largest release amounting to ₱422 million was approved for the Philippine Navy, covering over twenty-five thousand qualified officers and employees. This marked the completion of the DBM’s ₱783.28 million allocation for the three institutions.

These October releases came after earlier fund approvals this year, including ₱1.64 billion for the Philippine Army and ₱3.39 billion for the Philippine National Police. In total, more than ₱5.8 billion has been allocated for the 2023 PBB of uniformed and intelligence personnel nationwide.


Budget Secretary Amenah F. Pangandaman emphasized that the PBB represents more than a financial incentive. It stands as a message of appreciation for the dedication and courage of the country’s defenders.


“Our soldiers and intelligence personnel give their blood, sweat, and sometimes even their lives to protect the Filipino people. The PBB may be a small thing compared to the magnitude of their sacrifices, but it is our way of recognizing their heroism and commitment,” Pangandaman said.


She also noted that the incentive will help personnel and their families with everyday needs such as bills, tuition, and medicine- a small yet meaningful way to give back to those who serve.


The DBM’s October releases reaffirm the government’s commitment to performance, accountability, and gratitude- ensuring that every deserving uniformed personnel receives due recognition for their work in keeping the country safe.

Teacher Commitment Form - DepEd Amendment on S Rating


Teachers who did not fully meet some PPST indicators but may still apply for promotion, within and across career stage positions, as long as they meet the Qualification Standards (QS) of the position applied for.

They must, however, commit to improving their performance this school year through their PMES. Up to three (3) PPST objectives may be included in their IPCRF as priority development areas, indicated in the Teacher’s Commitment Form on PPST Indicators for Development.
